CONTEST RULES & REGULATIONS

International Creation & Performance Contest of the Festival 4 Arts brings together three competitions (sections): two of creation and two of interpretation. For the four arts there are different specific chapters in this regulation, for which we ask you to click on the specific link. The International Creation and Performance Contest is an online international competition that aims to discover and promote new talents, to stimulate young people to dedicate their free time to the manifestation of their talent, to cultivate universal values expressed through words, visual arts and music, but also to encourage the public to appreciate these arts more and increase children’s desire to learn them. In the same spirit of promoting contemporary arts and culture, the competition is open to adults who want to compete in order to assert their talent through this means.
– Stimulating and affirming the talent of children, young people and adult artists,
– Exchange of experience between Categories,
– Promoting intercultural dialogue and education,
– Establishing relationships between competitors through which they can later develop joint projects,
– Increasing the degree of involvement of children and young people in cultural and personal development activities.
1. Article 1 – General conditions
1.1 The participants in this contest are obliged to comply with the terms written in the Rules & Regulations of The International Creation & Performance Contest of the Festival 4 Arts, Edition II, July 08 – 16, 2021, registration deadline July 07, 2021 ;
1.2 The competition rules are drawn up and made public, according to the applicable legislation in Romania. The organizer reserves the right to amend or change the Rules and Regulations. Such changes will enter into force only after the prior notice of these changes on the official website: https://festivaluldearte.com/.
2. Article 2 – Conditions for participation in the International Creation & Performance Contest
You can participate in several Sections or Subsections. You will pay the full fee for one of them, and for each of the others you will pay 2 Euros less.
2.1 This competition is open to all persons with Romanian citizenship or foreign citizens, regardless of nationality, race, sex or religion and who meet all the conditions provided by these Rules & Regulations for organizing and conducting The International Creation & Performance Contest of the Festival 4 Arts;
2.2 The employees of the Organizer or the persons involved in the organization and realization of the contest, members of the jury, cannot participate in this contest.
2.3 It is forbidden for the competitors to send works/video-recordings for which they do not hold copyrights according to Law no. 8/1996 with subsequent amendments and completions on copyright and related rights. In this regard, participants are responsible for the authenticity and originality of the work/recording.
2.4 The Organizer will not consider the works/recordings that violate, in any way, the Copyright Law or other Romanian laws in force on the date of the Contest.
2.5 The works/videos sent in the conditions of the present Rules & Regulation of The International Creation & Performance Contest of the Festival 4 Arts, will be accompanied, compulsory by Annex 1 – Registration coupon completed, dated and signed. By signing it, the competitor / guardian acknowledges and agrees with Annex 2 – PUBLICATION RIGHT AGREEMENT and Annex 3 – Parental agreement to participate in the contest for minor participants;
2.6 Annex 1 will be transmitted together with the works/records, at the email address: email@example.com. Failure to comply with this mandatory requirement, as well as some omissions in the form, will lead to automatic disqualification;
2.7 Competitors will send the works/video-recordings having read the “PUBLICATION RIGHT AGREEMENT”;
2.8 The works/video and Annex1 – Registration form – will be sent only in electronic format at the email address: firstname.lastname@example.org. The message’s subject will be: name, surname, section, subsection (where the case), category (where the case) and the age group in which the competitor participates (example: Smith John – Literary Creation, Poetry, English, Group I). The recordings may be transmitted as a YouTube link, where they have been published as unlisted before the application, or as a file via WeTransfer (or similar platforms);
2.9 Competitors must pay the fee of:
a. 25 euros if the payment is made between June 03-17, 2021;
b. 33 euros if the payment is made between June 18 – July 07, 2021;
c. 10 euro / member for members of dramatic art troupes, regardless of period
The participation fee will be paid by bank transfer to the account of Best Bridge Services SRL opened at ING Bank, Bucharest, IBAN: RO22INGB0000999903782351, CUI: 7524371, RO22INGB0000999903782351 (SWIFT Code: INGBROBU). The payment order must include: Participant’s Name, Section and Age Group.
Participation fee for individual participation
For participants abroad, it is easier to pay the participation fee through PayPal. Those who manage to pay by 18.06.2021 will pay 25 Euro, and then 33 Euro. The fee is not refundable.
Participation fee for troups / member
The contesting team must consist of 2 or more competing members. It is recommended that a payment include all members of the troupes. The fee is not refundable.

2.10 Competitors may participate in more than one section/subsection/category, with the payment of acumulated fees, where there is a discount of 2 euros for the second and more sections (first one has the entire value).
3. Article 3 – Competition period
3.1 The second edition of The International Creation & Performance Contest of the Festival 4 Arts takes place according to the following calendar:
a) May 22 – July 07, 2021 – Registration of competitors, receipt and evaluation of works/videos. The works/videos will be sent only during the registration period for the competition, namely starting with May 22, 2021 and no later than July 07, 2021, at 23:59;
b) July 08 – 16, 2021 – Publication of all works/videos on the festival website https://festivaluldearte.com/, respectively on the YouTube channel: https://youtube.com/c/Festivaluldearte, for obtaining the public vote, and the judging by the Jury, for each section/subsection/category and age group. The Jury will not be influenced by the public vote;
c) July 17-18, 2021 – Winners announcement;
d) July 21, 2021 – Laureates Gala for the Performance sections (premiere broadcast on YouTube).
3.2 The competition period, respectively all the dates mentioned above, may be modified, the organizers of the competition having the obligation to announce in advance on the aforementioned web page any possible changes in the competition regulations.
4. Article 4 – Winners announcement
The contest’s winners will be announced on July 17-18, 2021, on the website of the Festival 4 Arts – https://festivaluldearte.com/.
5. Article 5 – The Juries of the International Creation & Performance Contest
There will be three Juries, each consisting of 3 (three) members, as follows:
For Lied Interpretation: Conf. Univ. Dr. Claudia Codreanu (President of the Jury), Prof. Univ. Dr. Ana Rusu, Conf. Univ. Dr. Habil. Cristina Simionescu-Fântână
The biographies of the jury members can be found on the festival website.
The jury will determine, based on a score, the winners of the prizes for each section, subsection, category and age group. The decisions of the Jury are unique and final, no appeals are allowed.
6. Article 6 – Prizes of the The International Creation & Performance Contest
6.1 All participants in the contest will receive participation diplomas posted on the site and submitted online upon request. Depending on the number and value of pupils/students in the contest, their mentors, as well as their piano accompanying professor will be awarded a Diploma of Excellence.
6.2 Each category may obtain a “Grand Prize”, depending on the appreciation of the Jury. Each age group of each category will be awarded the First Prize, the Second Prize, the Third Prize and Mentions. After announcing the winners, we will publish the Laureates Gala for the Performance sections.
The prizes will consist of:
- money (Grand Prize);
- promotion on the festival’s YouTube channel and on Facebook;
- publishing the winners literary works in the magazine ”Revista Nouă” (Grand Prize and 1st Prize);
- inviting the winners to give recitals or expose their Art works at the “Geo Bogza” House of Culture in Câmpina, Romania. Expenses for transport, accommodation and meals for participation in recitals/exhibitions are not reimbursed.
- Depending on the interest and availability of the winners, the prizes may also include discounts on the participation fee for the Masterclasses organized in the summer of 2021.
- All winners are invited to register for a Zoom interview in which they can make public their future achievements and projects. The interview will be broadcast on the YouTube channel of the Festival (https://youtube.com/c/Festivaluldearte).
The number of prizes will be decided by the Jury, depending on the artistic value of the competitors.
6.3 All the data mentioned above can be modified, the contest organizers having the obligation to announce in advance on the festival website any possible changes in the contest rules.
6.4 The decisions of the Jury are unique and final, no appeals are allowed.
7. Article 7 – Interruption of the contest
7.1 This contest may be interrupted only in case of force majeure or by a decision of the Organizer, but not before publicly announcing the decision on the website https://festivaluldearte.com/.
7.2 According to the provisions of art.1351 par. (2) of the New Civil Code, force majeure is defined as follows: “Force majeure is any external event, unpredictable, absolutely invincible and inevitable.”
8. Article 8 – Personal data processing
8.1 In accordance with the provisions of Law no. 677/2001 with the subsequent amendments and completions for the protection of persons regarding the processing of personal data and the free movement of these data and of Law no. 506/2004 with subsequent amendments and completions regarding the processing of personal data and the protection of privacy in the electronic communications sector, you have the following rights regarding the collection and processing of personal data: the right to intervene on data (art. 14), the right to information (art. 12), access to data (art. 13), opposition to using your personal data (art. 15), to go to court (art. 18). To exercise these rights, you can address a written request, dated and signed, to the e-mail address: email@example.com ;
8.2 Your personal data collected by the Organizer under the conditions set out above, may be used and/or transferred for advertising, marketing, education and culture, newsletter subscriptions, competitions, contests, representing your consent.
8.3 By enlisting yourself in the contest you have the obligation to fill in correctly and completely the Annexes with your personal data, these being part of the application for entering the contest.
8.4 At the written request of the applicant, dated and signed, sent to the e-mail address firstname.lastname@example.org , the organizer undertakes to:
– rectify, update, block, delete or transform into anonymous data, free of charge, data whose processing does not comply with legal provisions;
– stop processing the personal data of the applicant.
8.5 By completing the annexes and sending them to the Organizer, the participant or the legal representative of the participant implicitly offers his consent for the processing of personal data by the Organizer.
9. Article 9 – Disputes
Any disputes between the Organizer and the participant in this contest will be resolved agreeably.
